Scott Gudes

Scott Gudes has served in a variety of critical ocean policy roles in the public and private sector. In 2018, Mr. Gudes retired from Vice President of Government Affairs at American Sportfishing Association. Prior to that he was Lockheed Martin's Vice President of Legislative Affairs for Space Systems. He also previously served as Vice President of Government Relations for the National Marine Manufacturers Association, the trade association for the U.S. recreational boat manufacturing industry.

Notably, Mr. Gudes served as Deputy Under Secretary of the National Oceanic and Atmospheric Administration (NOAA) from 1998 to 2003. During his time at NOAA, he also served as the Acting NOAA Administrator throughout 2001 and served an assignment as the Commerce Department's Chief Financial Officer in 1999. In 1986 he began what would ultimately total 17 years of service on the Senate and House Appropriations Committees and the Senate Budget Committee. Mr. Gudes began his Federal career as a Presidential Management Intern with the Office of the Secretary of Defense and later worked as a Budget Examiner at the Office of Management and Budget. His undergraduate studies were at the University of Liverpool in the UK and at San Diego State University. He earned a master's degree in public administration from California State University Fullerton.
