Admiral James D. Watkins, U.S. Navy, (In Memoriam) served as the chair of the U.S. Commission on Ocean Policy, after which he served as the co-chair of the Joint Ocean Commission Initiative. His 40-year naval career began at the U.S. Naval Academy and culminated with attainment of the Navy’s highest uniformed office, Chief of Naval Operations. He chaired the U.S. government commission on HIV/AIDS from 1987 to 1988. In 1989, President George H.W. Bush appointed Admiral Watkins the sixth Secretary of Energy. He served as President of the Joint Oceanographic Institutions from 1993 to 2000. In 1994, he established the expanded partnership between the federal government and U.S. marine institutions known as the Consortium for Oceanographic Research and Education (CORE). Admiral Watkins was awarded the Presidential Citizens Medal by President George W. Bush in 2008 in recognition of his exemplary deeds of service to the United States.
